• the Council of Bureaux was established
• Guy F. Johnson appointed as first Chairman of the Council of Bureaux
• Secretariat services were entrusted to Motor Insurers’ Bureau (U.K.) – [the Secretariat later established, in 1991, as an independent entity.]
