Regions or areas in the country that are politically disputed by any other countr(y)(ies) or which are claimed by other countr(y)(ies):
The Republic of Azerbaijan declares that it is unable to guarantee the implementation of the provisions of the Green Card System in its territories occupied by the Republic of Armenia (the Nagorno-Karabakh region of the Republic of Azerbaijan and its seven districts surrounding that region), until the liberation of those territories from the occupation and complete elimination of the consequences of that occupation (the schematic map of the occupied territories of the Republic of Azerbaijan is enclosed).
The seven districts surrounding Nagorno-Karabakh are as follows: 

  • Lachyn
  • Kalbajar
  • Aghdam
  • Fuzuli
  • Jabrayil
  • Gubadly
  • Zangilan


Regions or areas falling outside the (de facto) control of the country's government:

The areas of the so-called “Turkish Republic of Northern Cyprus” which is a breakaway territory, not recognised by the UN.

Turkish Republic of Northern Cyprus

Does the Green Card System apply in these regions or areas? Is the Bureau competent for these regions or areas?
No (Competence currently not exercised).

Is the Motor Insurance Directive applicable in these areas?
Although this area de iure forms part of the Republic of Cyprus (as per the Accession Treaty), the application of the MID is suspended for the time being like all other European legislation.

SRB
(Republic of Serbia)

Regions or areas in the country that are politically disputed by any other countr(y)(ies) or which are claimed by other countr(y)(ies):
Kosovo and Metohija, the southern Province of the Republic of Serbia, is not politically disputed or claimed by any country. In 2008, Kosovo Albanians declared its independence unilaterally, which has never been recognised by the Republic of Serbia. Therefore, Kosovo and Metohija are politically disputed between the Government of the Republic of Serbia and the Provisional Institutions of Self-Government in Priština.

Regions or areas falling outside the (de facto) control of the country's government:
Kosovo and Metohija, the southern Province of the Republic of Serbia, is currently outside the de facto control of the Serbian Government.
